When you finished the black garden mission, did you pull out your ghost and go to orbit?

If you did not wait for the count down to finish at the end of the mission, you will not receive the cutscene nor the Stranger's Rifle.

This is probably it then. Seems like this would not be the case, since going to orbit on any other mission doesn't keep you from running cinematics, so why would this be the case on the final story mission. I'll run through it again tonight and see.
