The Arbiter. My guess is that Locke and Chief will be the villans of the other one's story, while the Arbiter is the one who will mediate between the two in the end. That is, after all, literally what Arbiter means: one who settles a dispute between two parties.
Arbiter is the only truly good character in the game is my guess.

If Thel settes the dispute by slapping both of them square in the face I will go Allah Akbar on anyone who refusess to give Halo 4 GOTY, I dont care if the game is a reskin of -blam!-ing Rekoil and releases in Sonic Boom's state. (God forbid) It will all have been worth it.
