Just for your information, this was not a change. Since launch, if you already have a level 20 character on the account, your new characters can choose any subclass they want immediately. Just a interesting tidbit a lot of folks fail to notice. :-)

Ah okay cool. I knew it was something like that but wasn't sure since when I rolled my second toon I was already 20. :-)
