Absolutely. I made my first dedicated run on Iron banner this last week, and it's painfully apparent when lag switches are being used. I've overheard several people playing, discussing the benefits of broadcasting or downloading torrents during play sessions for this exact reason. I hit rank 5 by Thursday, but I quickly realized that the push hours if the last switching epidemic started after school got out. Every day.... It's ridiculous that the budget for this game exceeds some countries GNP, but we can't afford, or are unconcerned with Dedicated servers. I'm in agreement that ping limits should be set and enforced. Being that error codes are so prevalent in this game anyhow, why not institute a code for lag or lag switches, based off packet sent/recieved time discrepancies and boot these a-holes to orbit. Lag switchers should be perma-banned, in not destiny in whole. At least crucible and/or iron banner.
I'm dreading Trials of Osiris for this exact reason. The exotics and limited play attempts are going to push these morons to greater efforts in cheating.
I pay for a premium internet connection, and was about to switch to fiber optic. I've got a 10 gigabit switch and matching wireless router in preparation, but quite honestly... This is the reason I've delayed. As much as I love playing destiny with friends... The punishment of solid connection drives the majority of the, 100+, Destiny players I know away from crucible.
Not to mention, that the institution of dedicated servers and increased crackdown on this BS, would undoubtedly improve all the getting booted to orbit and constant error codes.

I'm not sure how to do this consistently, however one guy I know that PvPs a lot will purposely slowed his internet connection. what seems to happen when he downloads a movie is he will do really well and the rest of his teams will do very badly. I'm not sure if this is when he hosts or if it works all the time. I have however noticed some players managed to manipulate it. One game I was in tonight had a guy scoring an outrageous amount of points like over 6000 in a control match. Everyone else on the team did very badly. then that guy got on our team. Same thing happened. One of the problems is some people seem to take it a little bit too seriously and look for any advantage to boost their stats rather than just enjoy the game and see how it plays.
