The Halo Data on all our accounts were frozen in time when the API was crossed over to 343 Industries on March 30th, 2012. Essentially, what you have on your current bungie.net profile is what you get. Legacy profiles can't be updated anymore. They don't have the technology.

They can no longer restore it. Once it is taken off it cannot be put back on. Those features are no longer supported.
