I think this is pretty good but the best would have field scout in the middle.
Two things to remember.
1)This is. PVE gun, sucks in PVP
2) It has almost max range so no range perks are needed

Pretty sure that's the same as or close to the vendor perks sold during last iron banner. I bought it and didn't bother reforging.
