Its been known but I don't think they consider it an issue because I could see how it could be a bit over powered with both explosive rounds and firefly

Well, those are the perks that they gave it.

I know and it's a bit wierd that they would do that but you are just going to have to choose between explosive rounds or precision based perks sadly
