That's because it's a shotgun. The fact you can use it as a primary is to add some sort of customisation in the field of weapons because God knows it's lacking customisation across the whole game. Still it's a shotgun.

If that's the thinking, the Bounty text should really read "Headshots with auto rifles, pulse rifles, scout rifles, or hand cannons", not "Headshots with primary weapons".
