There's a really easy fix to this. Optional matchmaking for every activity. People that don't want to play with randoms, don't have to. People that don't care can. Wanna do something solo? Go for it. Problem solved.

Pretty much solves all my problems.

I believe it would solve everyone's problem. And have the added benefit of making the raids way more accessible, and you don't have to pick up your phone to find a random group.
