The system is similar to the way it worked in the old site.
In the old site, if a thread became inactive (no posts/comment for 2 weeks) then it auto archived itself. Archived threads now (jus enabled in the past couple weeks) have a 60 day time limit for public threads. Some of the main forums are less than that, I'd have to check for specifics.
You can still comment in the threads, it just doesn't bump the thread tot he top of the latest tab, because they're over 2 months old at that point. If you want to revive some old topics, I would suggest creating a new thread with the information you wish to include.

I've known about the threads going to a state where they can't be bumped. I've had experiences with that months ago, but these new archived threads, at least at the time of this OP were set to read only. The old system didn't have hashtags, so what becomes the purpose of them now, if when you search a tag you're likely to only find a bunch of archived threads?
