It's on my hunter. I was using it last night to carry 32s through the Atheon fight (wanted that Vex). Turns out there are a lot of 31-32 guardians that don't have any oracle disruptor weapons, it's kinda dumb.

I'm pretty sure it's an oracles drop, so don't go skipping straight to Templar.
