If you are testing weapons on anything less than level 32/33 targets you're doing it wrong.
The damage slope falls hard for weapons that are less than 331 once you get into the new content.

The drop off for Fatebringer will be even sharper when enemies are further leveled.

They had two of the exact same exotic gun, but one was a max attack 300 and the other max 331. He disproved the 'divided by 10 theory' for POST level 20 enemies. What he found was that both guns did the same damage as each other to enemies leveled 1 through 20, with the amount of damage dealt going up as the enemy's level went up. Enemy level 21 and higher the damage capped off for both guns, meaning the 300 attack gun did the same damage to a level 21 as it did to a level 30, but post enemy level 21 the two different attack numbers finally diverged with the higher attack doing more damage.

What I get out of your post is that as higher level enemies come out the same gun will do more damage to the higher level enemies than the lower level ones. My point was that the gun does the same damage to every enemy over level 20, so the gun will do just as much damage to a level 21 as to a level 33. Damage doesn't fall off as enemy level goes up. Edited a typo
