If you're using Fireborn you're saving it till you die. That's kind of the point. If you want to use it the normal way you use Radiant Skin or Song of Flame.

Song of Flame is useless solo, and radiant skin is not terribly pointful if you're using flame shield.

Oh it's useful for those situations where you don't want to get close to melee enemies. Such as arc burn hive strike or void burn vex strike.

I just meant that if you are desperate to use fireborn at least use radiance at points where it's obvious you won't die (mobs etc.) If you gen. Supers then you'll get back what you put in. Don't see why you'd use fireborn on a Roc strike personally but oh well.
