What the hell is a government shutdown anyways? What do they even shutdown?

A government shutdown basically means they spend even more money setting up guards to keep people out of parks.

The latest is over the DHS. Neither party will admit defeat because it really doesn't matter; this is politics at its worst. The DHS will still work and receive IOUs from the government. The fight is simply over when they will get paid, not if.
