I like the plateau part and the banner but what exactly does the name mean?

Empire of the outcasts, it went through concepts like "empire of rebels" but that sounded too barbaric so I decided with "empire of the outcasts" which sounds better in my opinion now, what era is this empire going to be in?

I'd have to think a lot about that. Thats a huge influence factor.
