Been doing this, hard and normal, vog and CE. Still no ghally. Been trying since launch, oh and the nightfall's. Have two Hawk Moons, Thunderlord, the Vex, hard light, nlb, etc.

RNG will give me anything but ghally. But I know people that have 8.
Something very wrong with RNG.
