So, 2 days ago I made a post where I created new ideas (Alongside a lot of you guys :D) for a bunch of Exotics for the Defender Subclass.

It was a big success, and it seemed like everyone really liked the ideas! Therefore, I decided to spend some time thinking about more of those, however this time, one for each subclass (Except Defender).
I would also like to ask people for opinions as to how to balance these Equips should they be considered OP.
Here's what I came up with:

So, what do you guys think? Any suggestions? Balancing tips? What are your ideas?

Would I lie to you (sniper rifle)
Description: those who know how to use this will dominate while those who don't will be confused.
Perk: shoot to loot
Exotic perk: the one, 2 bullets, one does less damage and one does extremely high damage. If you hit with the week bullet you will get instant super.

It seems way too OP though, no matter how you look at it. Supers are something people look forward to getting. If you get it every clip then its meaningless. And it would be the only gun people use or want for that factor. You could make it that the weak bullet has a chance to instakill things (excluding bosses) and the strong bullet disorients the enemy, giving you time to land another shot.

What about in PvP? Wouldn't this be too much?

how about if you get a kill with the weak bullet you get half super energy filled up. if you already have a super charged it goes into the new super. same with over half charged then a kill with the bullet the super fills up after you use it it transfers over to the new super. EDIT: it only goes to the new super if you use the charged super in 1 minute or else it won't transfer over.
