Sounds like only cryptarch packages will give you new gear.

This isn't true. I got my Don't Touch Me from an old legendary engram 4 minutes after the DLC. Now why would I lie about this? No matter what, even if this is a lie, I am being helpful by telling you to save engrams so you can at least rank up your Cryptarch. People arguing against this are most likely trolls who don't want people to get good items.
