Head to the tower and talk to Roland, he'll give you a quest to talk to the Jarl of Rapture. Once you've met Vaas, he'll need you to kill Sgt.Reznov with the yellow Angry Bird which you can find at Trevor's airfield. Do that and Leafos will give you that Spartan Laser for sure.
