Matchmaking should be a toggle for everything that takes more than one person. If you want it, toggle it on. If you don't, keep it off.
It should be up to us as to whether we use it or not.

Haha raids can be done by one person so how does that work.

How does what work? If matchmaking is made to be toggle, how does that change the situation where one person wants to try to solo a raid? They just keep matchmaking off and go solo it.
