I don't think they are are talking about the original getting an upgrade as in just simply buffing it, they want the chance to upgrade the weapon like you have to do in order to get the Necrochasm.

Edit: I still don't think it should get that upgrade. As I said before, it's the first weapon you ever get from that dinklebot, so why should it even be upgradeable? IMO, your starter weapon is just to start, not to use forever.

(Picks up mic... Dusts it off) yah that wasn't a very impressive statement, especially considering you just repeated yourself. In its current state the weapon isn't very good, and it shouldn't be considering it's the first weapon you get; however, why shouldn't players get to upgrade it to a level 20 legendary or exotic? If your Guardian is only level 1 then obviously you shouldn't be able to wield a level 20 weapon (in fact you can't), but why not get a quest when you hit level 20 that allows you to upgrade the gun? (Edit) Also, you don't get from your ghost, it is actually just sitting on a box along the path you travel in the first level.
