but but but I thought crota required all 32 level team only and all of those have to have jelly horns or HOC isn't that how it works? that is how it works on all the group forming places.

For most casual players, it does. Of course great players and great fireteams can get by with less. But your average rube on the recruitment forum is not a great player.
