Can someone explain to me how to send Items to the vault on one character and take them out on the other.

There's a small arrow near the class name on your menu, choose your character, touch on the rectangle that shows a shadow of your character, go to gear, click on the item you want to store, touch the triple dot on top right, touch move to vault.
