It favors the accurate, 3 headshot kill. That's as good as it gets with a primary :)

With the low RoF, in the time it takes to land three headshots I could have landed two body shots with my sniper. I'd rather use my sniper at medium range than this gun.

Yea sniping in this game is way too easy, that's its own problem. And also there are a few guns that simply break the game (Last Word for instance). But if there was actually weapon balance, it would be a solid option for a good player.
