You can swap the Field Scout in as needed for PVE or just keep it with the small mag to take advantage of the higher percentage Luck in the Chamber round. I would go with Outlaw/Flared Magwell and Luck in the Chamber for PVP - not sure if Outlaw and Flared Magwell stack for reloads, but even if they don't you are going to be a reload monster with a perfect mini-Hawkmoon on your hands. The only thing a confident and accurate hand cannon user might prefer in the middle tree would be something like hammer forged/send-it to bump the range.

What about perfect balance? Is it good on the Lash?

With its low fire rate, perfect balance isn't as important to me since you have time to recover between shots. A fast reload would be my choice, but neither is bad.
