I just got a drop earlier. Perks are: Outlaw, Field Scout, and Final Round. Thoughts?

Yep...FS on that roll assuming you want to take advantage of the smg bonus you need to dump FS. What other perks are in the FS tree.

Not too bad for PvP but you'll want to run without field scout if you want to take advantage of final round more often. For PvE field scout is definitely recommended though.
