It requires another amazing look at your useless ship load screen. With xp generated through bounties and materials tucked away in vaults- a lot of weapon leveling happens at the Tower; why not implement a shooting range so I can try out my new exotic perk. I can then choose if I want to take this weapon with me, break it down, or place it in the vault.
I believe a good shooting range would allow you to generate different types of simulation enemies.
Exactly, isn't the tower suppose to be for restock/refuel, prepping, and R&R before your next objective?, If you have developed a new weapon, or have never used a certain type, you wouldn't go into a fight with it off the bat, you would test it out first and prep yourself right?
