Coming up with an upgrade system is a process. You bounce some ideas around, test them, and keep what seems to work best.
Most likely they coded it into the game, didn't like how it worked and went with another system. Now it is just more junk code.

I believe these items I linked are related to Luke Smiths statement that they wouldn't invalidate player efforts again. People don't like hope do they?

These upgrade items were introduced to the game data at the same time as the exotic shards. I hope you are right but I think that it is just an obsolete system that was never implimented

If it was implemented at that same time, why would they go ahead and add them if they had no plans to use them?
