Only for certain situations. Like the rewards screen after a strike. Or inside the raids. If someone gets something that they don't want but someone else does. They can trade for it.

I've seen this idea a lot. Example. My friend makes RNG his bitch. For the past 4 weeks. He has gotten gjallarhorn in some way. Weather it be nightfall. Vog chest. Deathsinger or crota. He's gotten one every week for 4 weeks. I'm still yet to be graced with one. A trading system within the raid would fix this. Let me clarify, when I say trading inside the raid I only mean for weapons and armor you get inside the raid.
