Never understood the telemetries, so do they need to still be active when turning in the bounties, or just while doing the bounties

Probably active while redeeming the bounty to maximize payoff in xp.

Yeah they need to be active while handing in bounties. Allow more than 1 minute to get to the tower. I've made that mistake too many times
