It just has less of an impact than you think.
A better way to see the difference is to shoot yourself in the foot while standing in water.
Also, of you play a lot of PvP, you'll see the difference in you opponents.

Yeah Ive done the shooting yourself in the water thing also but even with an average impact autorifle ( vanguisher) it took the same amount of bullets to kill me and my hunter. One of the reasons I chose the Titan is to be more tanky but Im just not feeling it...
