I agree at some level, but why would you need raid gear if you arent going to raid

Thats PVP, he is talking about getting to level 32 while playing PVE without raiding. Again, if he wants to play PVE without doing raids, why would he need to be level 32 to do missions that are top level 30? And even if he wanted them for the PVP events that you are referring to, you don't need lvl 32 to kick butt on IB, hell, there's armor lvl 31 that is better suited for PVP than the raid's armor.
