No.. Freeing actually. Because it encourages one to amass an arsenal of weapons...and offers you a wide variety of different ways to approach a fight. What is limiting is using the same guns for every fight.

Sorry, I was too brief. Let's take the bridge encounter. At the start, hoards of enemies useful for auto / fusion. You go over the bridge and start being more cautious, and you want to help your friends on the starting side - so you switch to sniper and help out. Then they get to the other side and your all all-out trying to get the ogres while popping the boomers and wizards. Your play style dictates different weapons, but you risk a lot by having to go into the menu (plus the odd lag). So really, a weapon wheel solves everything and then they should get to the tuning.

The risk is being so specialized in your weapons choices. I'd pick a close range weapon as a primary, a sniper rifle, and HMG. That way you have the dominant needs covered...and you never have to duck into the menu.
