Palette swaps on old ships is way faster than designing a cool exotic gun. They've shown they can't design new exotic guns worth a shit in the dark below anyway.

Or the guy who did that is working on destiny 2 now while his underlings are too scared of breaking the precious PvP balance to design fun guns again.

I doubt they restricted the weapons designers to one title. But I could see them siphoning off all the good ideas for future DLCs or future destiny titles.

Dark below exotics could actually be useful if the basic stats weren't such utter garbage. 4th horseman with better range and 100% proc rate on return to sender might be useful in the abyss and other close quarter PvE. Dragon's breath with triple damage on the solar flare and longer lasting flare could be competent at area control. Necrochasm with double the clip size 100% proc rate on the explosion, instant explosion and better AoE might be great at crowd control. As it stands now though, their stats are horrible and all these weapons are complete shit.
