They come in the Vanguard packages...

That's Vanguard Commendations. I'm referring to the marks that you get for completing various actions around the game (PEs, Strikes, etc).

In that case, it starts as soon as you are able to do patrols and strikes...as that is the reward.

NOPE! im level 13 on my warlock done couple crucible and patrol missions .. no marks at all

Yeah for some reason on my 3rd I wasn't able to earn marks until 20.
