I ran across a forum discussing the gally earlier. Lost it cause I didn't care much for it. I'm not trying to bullshit everybody. Just saw alot of people saying that they did.

It's because a while back some guy faked being a bungie employee on reddit and started telling everyone they had removed it. Of course it turned out to be fake. In the meantime bungie has confirmed xur is RNG.

Oh well then my bad. Anyways, I've heard from multiple youtube sources that while it is RNG, that they can set different weights to different weapons to give it a better chance to drop. It's how they gave icebreaker out before hard mode

It's probably still in Xur's loot table, but they may have adjusted the rate (Or weight) In which it will appear. Meaning it'll probably be as rare as finding Carmine and Waldo while drunk out of your mind. It may eventually show up, buuuuut again not very often.
