Midichlorians live symbiotically in a beings body so the loss of a limb or body part would reduce ones Midichlorian count. Wouldn't this cause a weakening of the force abilities of Anakin/Vador or any other force user, at least temporarily?

Yes in fact that is why vader cannot use force lightning

I don't know if it was due to that, or due to the mechanical arms not being properly insulated to prevent feedback. Or he never bothered to learn it

Theoretically, yes. We really don't see much of it in action during the movies, since the two lost limbs we see belong to Anakin (Who we don't see in the immediate aftermath of his maiming), and Luke (Who at the time has no access to Force abilities.)
