All the endgame equipment has a level requirement of 20 on it. Its incredibly common to have top teir weapons require max level in most games with a level system/rpg/MMO structure. Its so you don't gjally your way through the story and to make level cap feel rewarding. Honestly I'm suprised you were suprised about that.
