I got my Warlock to lv 17 before i got the 'Error, centipede' message, I live in Germany and this happened just before midnight on the 25th September. As above i have also tried, may different ways to connect. I also created a new character to see if that could work, it did... for 5 minutes, then i got the error, centipede message. It is not my internet, it is their servers. People payed good money for there product, i suggest they get this fixed quickly and create a customer support source, dont your customers deserve that at least. And the links that the "Master" is posting, do not help, because I'm afraid it is all down to Bungie and its cross platform servers.
