I have done the research and figured out I CAN NOT unlink my deleted Twitch account from my Bungie account. Someone from Bungie has to manually unlink the deleted account so I can get my current Twitch account linked. And no, Twitch will not reinstate the account because it was fully deleted, so the unlinking has to be manual. I have no control over that part.
