Wotm hard was 390 and aksis was 400 so other raids if they are 390 then you can expect atheon and crota at 400.

I'm pretty sure he will be lvl 42 so the damage you do will be equivalent to went you were doing it as a 32 back in the day

No it's done based on the light level, and if what you think happens then it would be 2 levels difference, back then it was 1.
