Nothing wrong with the Legacy Engram. Allows those that are missing certain Year 1 exotics to get them still, and allows those that have not upgraded to Year 2 to have something to buy from him. There's just too many idiots out there that don't understand the purpose of them and keep buying them for some reason when the above reasons are not what they're trying for. Your other issues with him are with the Cryptarch, not Xur.
