As it is now a precision hit with the throwing knife and burn damage will do enough that ANY bullet from ANY gun will finish them off. Stop being a lazy -blam!- and just pull the trigger. If you have the aim to get a precision hit with the knife, you should be able to hit them with a bullet. No buff is needed.
