It is a one hit kill sometimes with the burn on (and I mean instant - so may not even be the burn that kills) - it tends to happen randomly but more often if you are jumping or other person is in the air. Just perfect the way it is. And - yes the opponents did have full health. If you lead with your throwing knife a lot you will start noticing one hit kills more.
