You have to do the thorn bounty all the way to the last objective and don't turn it in for the gun. Go to the tower and go stand in front of the speaker facing him and dismantle the bounty. I did it on a Saturday around 3 pm mountain time I don't know if that makes a difference but just to be safe I'd wait until around that time.
