You have to play on that character for it to actually pass the time and give you the bounty. I'm pretty sure its 24 hrs of Gameplay that must be done before he summons you. Just my hypothesis.

Waited 4 days where I only went to check if it was ready on that character and did nothing else with him

I got mine after 48 hours on my Hunter, and barely used that class in the 48hrs i waited, so you can play with another character while you wait
