Next time you're out on patrol do a little test. Take your favorite scout rifle vs ANY maxed lengendary handcannon and I guarantee you the handcannon will not only do more damage, but more damage at range. My 8-shot TLW will out DPS the Multi-tool, AT RANGE!!!, any day of the week! Dont even get me started on Fatebringer.
