You can make old gear relevant without making new raids/content irrelevant. One example would be to provide an upgrade path for old gear that required materials from the latest raid.

Tell me if you like the new exotic weapons, because so far I've only heard bad things about them, plus the raid is the only thing really worthwhile in the DLC save for the no fun hard mode
