In most games there is much more new content than just 1 new set of gear. It would add much more variety if older gear could be leveled up. Either that or create more variety by releasing more than just 1 set of gear with new DLC. I am of course talking about Crota raid gear as it is the only gear in the game that gets you to lvl 30 other than the iron banner gauntlets.
