Weren't there two other factions planned, but eventually scrapped? That would've been another 7. Maybe those factions will be back at some point.

The factions in game are Dead Orbit, Future War Cult, and New Monarchy. 2 additional factions were Osiris and The Seven Seraphs. Making the Faction count 5. The Vanguard was included with the factions, but according to Bungie is/was not a faction. The Crucible as well wasn't a major faction until the alpha and beta versions of Destiny. In all technicality, you are right, with the inclusion of the 2 missing factions, the faction count would hit 7, that's if you count the Vanguard and Crucible as actual factions.
